BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18 That the Laws of Maryland read as follows: 19 Article – Housing and Community Development 20 2 SENATE BILL 666 8–101. 1 (a) In this title the following words have the meanings indicated. 2 (b) “Community action agency” means: 3 (1) a governmental unit in a political subdivision; 4 (2) a governmental unit created by a combination of political subdivisions; 5 (3) an agency designated as a community action agency under the 6 Economic Opportunity Act of 1964 as amended by the Community Services Block Grant 7 Program, 42 U.S.C. §§ 9901 through 9926; or 8 (4) a private, nonprofit organization that meets the requirements for 9 designation as a community action agency. 10 8–107. 11 (c) A community action agency shall actively supplement local efforts to combat 12 poverty by: 13 (1) focusing resources on the most needy; 14 (2) providing employment opportunities for low–income persons; 15 (3) closing service gaps; and 16 (4) enabling low–income persons to participate in community action 17 programs and projects. 18 8–110. 19 FOR EACH OF FISCAL YEARS 2027 THROUGH 2032 2030, THE GOVERNOR 20 SHALL INCLUDE IN THE ANNUAL BUDGET BILL A N APPROPRIATION OF $250,000 TO 21 THE DEPARTMENT : 22 (1) TO BE USED SOLELY AS AN OPERATING GRANT T O ELIGIBLE 23 COMMUNITY ACTION AGE NCIES; AND 24 (2) TO BE DISTRIBUTED IN THE FOLLOWING AMOUNT S FOR THE 25 FOLLOWING YEARS: 26 (I) $500,000 FOR EACH OF FISCAL Y EARS 2027 AND 2028; 27 (II) $1,000,000 FOR FISCAL YEAR 2029; 28 SENATE BILL 666 3 (III) $3,000,000 FOR FISCAL YEAR 2030; 1 (IV) $5,000,000 FOR FISCAL YEAR 2031; AND 2 (V) $7,000,000 FOR FISCAL YEAR 2032. 3 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 4 1, 2025.
