AN ACT concerning 1 
 
Student Service Hours – Financial Literacy Course 2 
 
FOR the purpose of requiring each county board of education, beginning in a certain school 3 
year, to allow successful completion of certain financial literacy courses to be applied 4 
toward fulfillment of the student service hours high school graduation requirement 5 
for a certain number of hours; and generally relating to financial literacy courses and 6 
student service hours. 7

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13 
That the Laws of Maryland read as follows: 14

 (A) (1) IN THIS SECTION THE F OLLOWING WORDS HAVE THE MEANINGS 17 
INDICATED.  18 
 
 (2) “ELIGIBLE FINANCIAL LI TERACY COURSE ” MEANS A COURSE 19 
THAT PROVIDES INSTRU CTIONAL CONTENT ON F INANCIAL LITERACY CO NCEPTS 20 
THAT IS: 21 
 
 (I) OFFERED AT AN INSTITU TION OF HIGHER EDUCATION; 22 
  2 	SENATE BILL 715  
 
 
 (II) OFFERED BY AN ORGANIZ ATION APPROVED BY TH E COUNTY 1 
BOARD; AND 2 
 
 (III) APPROVED BY THE COUNT Y BOARD.  3 
 
 (3) “INSTITUTION OF HIGHER EDUCATION” HAS THE MEANING 4 
STATED IN § 10–101 OF THIS ARTICLE.  5 
 
 (B) BEGINNING IN THE 2026–2027 SCHOOL YEAR, EACH COUNTY BOARD 6 
SHALL ALLOW SUCCESSF UL COMPLETION OF AN ELIGIBLE FINANCIAL L ITERACY 7 
COURSE TO BE APPLIED TOWARD FULFILLMENT O F THE STUDENT SERVIC E HOURS 8 
HIGH SCHOOL GRADUATI ON REQUIREMENT FOR T HE NUMBER OF HOURS 9 
DETERMINED BY THE CO UNTY BOARD. 10 
 
 (C) THE STATE BOARD SHALL ADOPT REG ULATIONS TO CARRY OU T THIS 11 
SECTION. 12 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 13 
1, 2025. 14
