AN ACT concerning 1 
 
Housing Development Permits – Local Reporting Requirements 2 
(Maryland Housing Data Transparency Act) 3 
 
FOR the purpose of requiring certain local jurisdictions counties to make certain monthly 4 
quarterly reports to the Department of Planning regarding housing development 5 
permits issued by the local jurisdiction, beginning on a certain date; authorizing 6 
municipalities to make certain quarterly reports to the Department regarding 7 
housing development permits issued by the municipality, beginning on a certain 8 
date; requiring the Department to make certain information public in a certain 9 
manner; and generally relating to housing development permits. 10 
 
BY repealing and reenacting, with amendments, 11

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 16 
That the Laws of Maryland read as follows: 17

 (a) This EXCEPT AS PROVIDED IN SUBSECTION (C)(2) OF THIS SECTION , 1 
THIS section applies only to a local jurisdiction with at least 150,000 residents. 2 
 
 (b) On or before July 1 each year, each local jurisdiction subject to the 3 
requirements of this section shall report to the Department of Housing and Community 4 
Development and the Department of Planning the following information for each building 5 
or development permit application which includes a residential housing component as part 6 
of the development considered by the local jurisdiction during the immediately preceding 7 
calendar year: 8 
 
 (1) the total number of complete applications received by type; 9 
 
 (2) the total number of complete applications issued by type; 10 
 
 (3) the total number of complete applications rejected by type; 11 
 
 (4) the net total number of residential units approved; 12 
 
 (5) the mean and median processing times for permit applications and the 13 
standard deviation from the mean; 14 
 
 (6) the amount of time spent processing applications, including the time 15 
spent by agencies reviewing applications, by applicants making edits, and any public notice 16 
or comment time periods; 17 
 
 (7) any type of expedited permit application process that the local 18 
jurisdiction employed to accelerate residential housing development projects; 19 
 
 (8) the total number of residential housing development projects that 20 
benefited from an expedited permit application process in the local jurisdiction and which 21 
type of expedited process was used; and 22 
 
 (9) any other information the jurisdiction considers relevant. 23 
 
 (C) (1) THIS SUBSECTION APPLI ES ONLY TO A LOCAL J URISDICTION 24 
THAT ISSUES AT LEAST 50 BUILDING OR DEVELOPM ENT PERMITS FOR NEW 25 
RESIDENTIAL UNITS EA CH YEAR.  26 
 
 (2) BEGINNING JANUARY 1, 2027, AND ON THE FIRST DAY OF EACH 27 
MONTH QUARTER THEREAFTER , EACH LOCAL JURISDICTION COUNTY SUBJECT TO 28 
THE REQUIREMENTS OF THIS SECTION SHALL R EPORT TO THE DEPARTMENT OF 29 
PLANNING THE FOLLOWIN G INFORMATION FOR EA CH BUILDING OR DE VELOPMENT 30 
PERMIT THAT INCLUDES A RESIDENTIAL HOUSIN G COMPONENT AS PART OF THE 31 
DEVELOPMENT ISSUED B Y THE LOCAL JURISDICTION COUNTY DURING THE 32 
IMMEDIATELY PRECEDIN G MONTH QUARTER: 33

 (I) THE PERMIT NUMBER ; 1 
 
 (II) THE PERMIT APPROVAL DATE; 2 
 
 (III) THE DATE ON WHICH THE US E AND OCCUPANCY PERM IT 3 
WAS ISSUED; 4 
 
 (IV) THE PARCEL TAX IDENT IFICATION NUMBER ; 5 
 
 (V) THE SITE ADDRESS ; 6 
 
 (VI) THE HOUSING TYPE AUT HORIZED UNDER THE PE RMIT; 7 
 
 (VII) THE PERMIT TYPE ; 8 
 
 (VIII) THE TOTAL NUMBER OF RESIDENTIAL UNI TS AUTHORIZED 9 
UNDER THE PERMIT ; 10 
 
 (IX) A GENERAL DESCRIPTIO N OF THE WORK AUTHOR IZED 11 
UNDER THE PERMIT ; 12 
 
 (X) THE TOTAL COST OF CO NSTRUCTION ; AND 13 
 
 (XI) ANY OTHER INFORMATIO N THE JURISDICTION C ONSIDERS 14 
RELEVANT. 15 
 
 (2) BEGINNING JANUARY 1, 2027, AND EACH QUARTER THEREAFTE R, 16 
EACH LOCAL MUNICIPAL ITY MAY REPORT THE I NFORMATION UNDER PAR AGRAPH 17 
(1) OF THIS SUBSECTION T O THE DEPARTMENT OF PLANNING FOR EACH BUI LDING 18 
OR DEVELOPMENT PERMI T THAT INCLUDES A RE SIDENTIAL HOUSING CO MPONENT 19 
AS PART OF THE DEVEL OPMENT ISSUED BY THE LOCAL MUNICIPALITY DURING THE 20 
IMMEDIATELY PRECEDIN G QUARTER.  21 
 
 (D) ON OR BEFORE JULY 1, 2027, AND AS THE INFORMATI ON BECOMES 22 
AVAILABLE THEREAFTER , THE DEPARTMENT OF PLANNING SHALL PUBLIS H THE 23 
INFORMATION REPORTED BY LOCAL JURISDICTIO NS UNDER THIS SUBSECTION (C) 24 
OF THIS SECTION FOR THE IMMEDIATELY PRECEDING FISCAL YEA R: 25 
 
 (1) ON A PUBLIC, INTERACTIVE, AND SEARCHABLE WEBSI TE;  26 
 
 (2) BY HOUSING TYPE , SPECIFICALLY LABELED AS SINGLE FAMILY , 27 
TOWNHOUSES , APARTMENTS , DUPLEXES, TRIPLEXES, OR QUADPLEXES ; 28

 (3) BY THE TOTAL BUILT A ND EXISTING HOUSING SUPPLY, 1 
ORGANIZED BY HOUSING TYPE, IN EACH COUNTY IN TH E STATE; AND 2 
 
 (4) BY DATA SOURCE . 3 
 
 [(c)] (E) (1) (i) Subject to paragraph (2) of this subsection, a local 4 
jurisdiction shall make the [report] REPORTS required under this section publicly 5 
available on its website. 6 
 
 (ii) An announcement posted to a local jurisdiction’s website stating 7 
that a person should contact the relevant local department for access to the [report] 8 
REPORTS does not fulfill the requirements of subparagraph (i) of this paragraph. 9 
 
 (2) A local jurisdiction that does not maintain a website shall make the 10 
[report] REPORTS publicly available through any other reasonable method. 11 
 
 (3) To the extent practicable, a local jurisdiction may submit and transmit 12 
[the] A report required under this section as part of another report required to be filed 13 
under this article. 14 
 
 (F) ON OR BEFORE DECEMBER 31 EACH YEAR, THE DEPARTMENT OF 15 
PLANNING SHALL SUBMIT A REPORT ON THE BUIL DING PERMIT INFORMATION 16 
COLLECTED UNDER THIS SECTION TO THE GOVERNOR AND , IN ACCORDANCE WITH 17 
§ 2–1257 OF THE STATE GOVERNMENT ARTICLE, THE GENERAL ASSEMBLY. 18 
 
 (G) THE DEPARTMENT OF PLANNING MAY ADOPT RE GULATIONS TO CARRY 19 
OUT THIS SECTION .  20 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 21 
1, 2025. 22
