An Act to Provide for Enforcement of Snowmobile and All-terrain 
Vehicle Laws

6 A.  For residents, $55 $65.  The registration for a snowmobile owned by a resident is 
7 valid for one year, commencing on July 1st of each year; and
8 B.  For nonresidents:
9 (1) Seventy-four Eighty-four dollars for a 3-consecutive-day registration. A 
10 person may purchase more than one 3-day registration in any season;
11 (2)  One hundred and nineteen twenty-nine dollars for a seasonal registration; and
12 (3) Ninety-nine One hundred and nine dollars for a 10-consecutive-day 
13 registration.  A person may purchase more than one 10-day registration in any 
14 season.
15 The registration for a snowmobile owned by a nonresident must specify the dates for 
16 which the registration is valid.
17 Ten dollars from each resident registration fee and $15 from each nonresident registration 
18 fee collected pursuant to this subsection must be transferred to a special fund administered 
19 by the Off-Road Vehicle Division of the Bureau of Parks and Lands within the Department 
20 of Agriculture, Conservation and Forestry.  The funds must be used to assist any entity that 
21 has a snowmobile trail grooming contract with the Bureau of Parks and Lands in the 
22 purchase of trail-grooming equipment. The funds also may be used for the repair or 
23 overhaul of trail-grooming equipment.
24 Seventeen dollars from each resident snowmobile registration fee must be transferred to 
25 the Snowmobile Trail Fund of the Department of Agriculture, Conservation and Forestry, 
26 Bureau of Parks and Lands.
27 Sixteen dollars from each nonresident 3-day snowmobile registration fee, $16 from each 
28 nonresident 10-day snowmobile registration fee and $21 from each nonresident seasonal 
29 snowmobile registration fee must be transferred to the Snowmobile Trail Fund of the 
30 Department of Agriculture, Conservation and Forestry, Bureau of Parks and Lands.
31 Five Fifteen dollars from each nonresident 3-day snowmobile registration fee and 10-day 
32 snowmobile registration fee, $10 from each nonresident seasonal snowmobile registration 
33 fee and $10 from each resident snowmobile registration fee must be transferred to the 
34 Snowmobile Enforcement Fund established under section 10258.
35 as amended by PL 2021, c. 215, §7 and affected 
36 by §15, is further amended to read:
37 The ATV registration fee is:
38 A.  For a resident, $70 $80 annually.  The registration for an ATV owned by a resident 
39 is valid for one year, beginning on July 1st of each year; and

1 (1)  One hundred and ten dollars for a registration valid for 7 consecutive days.  A 
2 person may purchase more than one 7-day registration in any season; and
3 (2)  One hundred fifteen and twenty-five dollars for a registration valid for one 
4 year.
5 The registration for an ATV owned by a nonresident must specify the dates for which 
6 the registration is valid.
7 Thirty-seven dollars of each fee collected pursuant to this subsection must be deposited in 
8 the ATV Recreational Management Fund established in section 1893, subsection 2 and 
9 must be used to maintain designated state-approved ATV trails.
10 Ten dollars of each fee collected pursuant to paragraph A and $20 of each fee collected 
11 pursuant to paragraph B must be deposited in the ATV Enforcement Fund established in 
12 section 10267.

14 allocations are made.

17 Initiative: Provides allocation for the purchase of 16 law enforcement all-terrain vehicles 
18 for use in department enforcement activities.

20 This bill increases registration fees for snowmobiles and all-terrain vehicles by $10 and 
21 dedicates the additional revenue to the Snowmobile Enforcement Fund and the ATV 
22 Enforcement Fund, respectively. It provides an allocation for the purchase of 16 law 
23 enforcement all-terrain vehicles for use by the Department of Inland Fisheries and Wildlife 
24 for enforcement activities.
