5 is further amended by repealing the first blocked paragraph.

7 This bill makes permanent the changes to the liquor laws, which are to be repealed 
8 March 30, 2025, allowing qualified on-premises retailers and qualified distilleries to sell 
9 liquor for off-premises consumption under certain conditions and the sale of cocktails for 
10 on-premises consumption at distilleries and small distilleries.
