Fiscal Detail and Notes
The Department of Secretary of State will require a one-time Highway Fund allocation of $1,105 in fiscal year 2025-
26 for technology costs. Highway Fund revenue would be reduced by $26,000 beginning in fiscal year 2025-26 from 
providing free licenses and driver's license exams for people who are not 27 years of age and been placed in foster 
care or is a minor living independently.
The Department of Health and Human Services will require ongoing annual General Fund appropriations of $260,181 
beginning in fiscal year 2025-26 to establish a program to pay for or reimburse the fees and costs incurred by a person 
who is in the department's custody pursuant to the Child and Family Services and Child Protection Act, who is 
engaged in the department's extended care program or who is engaged in the department's transition grant program 
that are related to obtaining a driver's license and motor vehicle insurance and additional costs related to obtaining a 
driver's license.
