5 A motor vehicle must be rejected for violation of the inspection standard for equipment
6 if any equipment described in section 1751, subsection 2 does not function sufficiently for
7 the safety of the general public or is loose and not securely attached to the vehicle.
8 Notwithstanding any provision of this subchapter to the contrary, a motor vehicle may
9 not be rejected for violation of any inspection standard for exterior, nonstructural corrosion.
10 For purposes of this section, "exterior, nonstructural corrosion" means corrosion of a body
11 component, including corrosion that has resulted in a hole or aperture in the body
12 component, that does not compromise the integrity of the frame or any mechanical
13 component of the motor vehicle necessary for safe operation. "Exterior, nonstructural
14 corrosion" includes but is not limited to corrosion of a hood, trunk, hatch, door, fender,
15 rocker panel or pickup bed. "Exterior, nonstructural corrosion" does not include corrosion
16 that affects the interior of the motor vehicle's passenger compartment. The Chief of the
17 State Police may adopt rules under section 1769 to facilitate the application and
18 administration of this section.

20 This bill provides that a motor vehicle may not be rejected for violation of any
21 inspection standard for exterior, nonstructural corrosion. It defines "exterior, nonstructural
22 corrosion" to be corrosion of a body component, including corrosion that has resulted in a
23 hole or aperture in the body component, that does not compromise the integrity of the frame
24 or any mechanical component of the motor vehicle necessary for safe operation. The bill
25 specifies that "exterior, nonstructural corrosion" includes but is not limited to corrosion of
26 a hood, trunk, hatch, door, fender, rocker panel or pickup bed but does not include corrosion
27 that affects the interior of the motor vehicle's passenger compartment. The bill allows the
28 Chief of the State Police to adopt rules to facilitate the application and administration of
29 this provision.
