Government Oversight Committee

2 become effective until 90 days after adjournment unless enacted as emergencies; and
3 this legislation amends the laws governing the membership of the 
4 Government Oversight Committee; and
5 this legislation needs to take effect as soon as possible during the current 
6 legislative session in order to clarify the membership requirements of the committee; and
7 in the judgment of the Legislature, these facts create an emergency within 
8 the meaning of the Constitution of Maine and require the following legislation as 
9 immediately necessary for the preservation of the public peace, health and safety; now, 
10 therefore,

12 as amended by PL 2023, c. 417, ยง1, is further 
13 amended to read:
14 The membership of the committee and the selection of chairs are established by joint 
15 rule of the Legislature. Beginning with the 132nd Legislature, at least one member of the 
16 committee must be a member of the joint standing committee of the Legislature having 
17 jurisdiction over taxation matters and at least one member must be a member of the joint 
18 standing committee of the Legislature having jurisdiction over economic development 
19 matters. No 2 members of the committee may be members of the same joint standing 
20 committee of the Legislature and also members of the same political party.

24 This bill removes the requirement that, beginning with the 132nd Legislature, at least 
25 one member of the Government Oversight Committee be a member of the joint standing 
26 committee of the Legislature having jurisdiction over taxation matters and at least one 
27 member be a member of the joint standing committee of the Legislature having jurisdiction 
28 over economic development matters. It also removes language that states that no 2 
29 members of the committee may be members of the same joint standing committee of the 
30 Legislature and also members of the same political party.
