1.1 A bill for an act 1.2 relating to capital investment; appropriating money for improvements to Wayzata 1.3 Boulevard and Zarthan Avenue in the city of St. Louis Park; authorizing the sale 1.4 and issuance of state bonds. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. ST. LOUIS PARK; WAYZATA AND ZARTHAN AREA 1.7INFRASTRUCTURE IMPROVEMENTS. 1.8 Subdivision 1.Appropriation.$4,050,000 is appropriated from the bond proceeds 1.9account in the state transportation fund as provided in Minnesota Statutes, section 174.50, 1.10for a grant to the city of St. Louis Park to acquire property or interests in property, predesign, 1.11design, construct, furnish, and equip improvements to Wayzata Boulevard from Louisiana 1.12Avenue to Zarthan Avenue, Zarthan Avenue from Wayzata Boulevard to a point 200 feet 1.13south of 16th Street, 16th Street from Zarthan Avenue to Park Place Boulevard. This 1.14appropriation includes money for area trail and sidewalk construction; replacement or repair 1.15of water, sewer, and storm sewer facilities; and other improvements or upgrades related to 1.16street reconstruction work including streetlights, signals, striping, and signs; replacement 1.17or repair of pavement, curb, and gutter; and roundabout construction. This appropriation is 1.18available when the commissioner of management and budget determines that sufficient 1.19resources have been committed to complete the project, as required by Minnesota Statutes, 1.20section 16A.502. 1.21 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond 1.22proceeds fund, the commissioner of management and budget shall sell and issue bonds of 1.23the state in an amount up to $4,050,000 in the manner, upon the terms, and with the effect 1Section 1.
