1.1 A bill for an act 1.2 relating to transportation; authorizing roadside signage for automatic external 1.3 defibrillators for qualifying locations; proposing coding for new law in Minnesota 1.4 Statutes, chapter 160. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [160.802] AUTOMATIC EXTERNAL DEFIBRILLATOR WAYFINDING 1.7SIGNS. 1.8 (a) A location or business with a registered outdoor public access automatic external 1.9defibrillator under section 403.51 may request that a relevant city, county, town, state, or 1.10federal road authority place appropriate directional signage on a roadway under the road 1.11authority's jurisdiction that identifies the location of the device for public use. To the extent 1.12practicable, directional signage indicating the location of the defibrillator must be placed 1.13between 200 and 300 feet prior to an intersection or between 800 and 1,600 feet prior to an 1.14interchange. The signage must promote the availability of an automatic external defibrillator 1.15by either symbol, text, or both. Locations or businesses with outdoor public access automatic 1.16external defibrillators must meet registration and inspection requirements provided in section 1.17403.51. 1.18 (b) Within 60 days of receiving a request from the location or business, the relevant road 1.19authority must place appropriate signage for qualified participants. All costs associated with 1.20installation, maintenance, and removal of signage must be paid by qualified participants. If 1.21a registered outdoor public access automatic external defibrillator is removed or no longer 1.22operational, the participant must inform the relevant road authority immediately to remove 1.23the signs as soon as practicable. 1Section 1. No. 1290 NINETY-FOURTH SESSION Authored by Perryman02/20/2025 The bill was read for the first time and referred to the Committee on Transportation Finance and Policy 2.1 (c) Locations or businesses with outdoor public access automatic external defibrillators 2.2must place the devices in a recognizable and easily accessible location with conspicuous 2.3and visible signage identifying the devices on the premises. 2.4 EFFECTIVE DATE.This section is effective the day following final enactment. 2.5 Sec. 2. AUTOMATIC EXTERNAL DEFIBRILLATORS; MANUAL ON UNIFORM 2.6TRAFFIC CONTROL DEVICES. 2.7 (a) Notwithstanding the requirements of Minnesota Statutes, section 169.06, subdivision 2.82, by September 1, 2025, the commissioner of transportation must develop appropriate text 2.9and signage for locations with outdoor public access automatic external defibrillators as a 2.10general service sign that meet the criteria of Minnesota Statutes, section 160.802. The 2.11commissioner may make any necessary revisions and additions to chapter 2I of the Minnesota 2.12Manual on Uniform Control Devices. The commissioner must design the sign to incorporate 2.13the universal symbol for an automatic external defibrillator and consult with interested 2.14stakeholders to ensure best practices for the sign's placement, ensure reliable and easy access 2.15by the public in the case of an emergency, and minimize sign clutter and confusion. 2.16 (b) This section expires upon adoption of relevant additions and revisions to the 2.17Minnesota Manual on Uniform Traffic Control Devices that pertain to general service signs. 2.18The commissioner must notify the revisor of statutes, whether electronically or in writing, 2.19of the expiration. 2.20 EFFECTIVE DATE.This section is effective the day following final enactment. 2Sec. 2.
