1.1 A bill for an act 1.2 relating to state government; modifying emergency medical services overdose 1.3 data; amending Minnesota Statutes 2024, section 144E.123, subdivision 3. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. Minnesota Statutes 2024, section 144E.123, subdivision 3, is amended to read: 1.6 Subd. 3.Review.Prehospital care data may be reviewed by the director or its designees. 1.7The data shall be classified as private data on individuals under chapter 13, the Minnesota 1.8Government Data Practices Act. The director may share incident level location data with 1.9the Washington/Baltimore High Intensity Drug Trafficking Area's Overdose Detection 1.10Mapping Application Program (ODMAP) which has the ability to: 1.11 (1) allow secure access to the system by authorized users to report information about an 1.12overdose incident; 1.13 (2) allow secure access to the system by authorized users to view, in near real-time, 1.14certain information about overdose incidents reported; 1.15 (3) produce a map in near real-time of the approximate locations of confirmed or 1.16suspected overdose incidents reported; and 1.17 (4) enable access to overdose incident information that assists in state and local decisions 1.18regarding the allocation of public health, public safety, and educational resources for the 1.19purposes of monitoring and reporting data related to suspected overdoses. 1Section 1.
