1.1 A bill for an act
1.2 relating to capital investment; appropriating money for the West Central Regional
1.3 Water System; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. WEST CENTRAL REGIONAL WATER SYSTEM.
1.6 Subdivision 1.Appropriation.$9,700,000 is appropriated from the bond proceeds fund
1.7to the Public Facilities Authority for a grant to Norman County, Clay County, Polk County,
1.8all three counties, or any combination of two of the three counties, to acquire land or interests
1.9in land, and to predesign, design, engineer, and construct facilities and infrastructure
1.10necessary to complete Phase 1 of the West Central Regional Water System project, including
1.11a trunk transmission pipeline and associated water infrastructure to transport potable water
1.12to cities in Norman County, Clay County, Polk County, all three counties, or any combination
1.13of two of the counties.
1.14 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond
1.15proceeds fund, the commissioner of management and budget shall sell and issue bonds of
1.16the state in an amount up to $9,700,000 in the manner, upon the terms, and with the effect
1.17prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
1.18Constitution, article XI, sections 4 to 7.
1.19 EFFECTIVE DATE.This section is effective the day following final enactment.
