1.1 A bill for an act 1.2 relating to veterans; appropriating money to the commissioner of veterans affairs 1.3 for a grant to an organization to establish a Black veterans support program. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. BLACK VETERANS SUPPORT PROGRAM. 1.6 The commissioner of veterans affairs must award a grant to an organization to develop, 1.7operate, and administer a comprehensive support program for Black veterans in Minnesota. 1.8The support program must provide Black veterans assistance with mental health services 1.9and mental health case management, job training, seeking employment opportunities, 1.10accessing health care, achieving homeownership through financial literacy programming, 1.11and loans. 1.12 Sec. 2. APPROPRIATION. 1.13 $5,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner 1.14of veterans affairs for a grant to an organization to develop, operate, and administer a Black 1.15veterans support program. Of the amount appropriated, $1,500,000 is for mental health 1.16services and mental health case management; $1,000,000 is for job-training and 1.17employment-seeking programming; $700,000 is for homeownership assistance; $500,000 1.18is for educational support; and $1,000,000 is for administration and outreach.
