1.1 A bill for an act
1.2 relating to state government; establishing an annual observance for Philando Castile
1.3 Restoration and Unity Days; proposing coding for new law in Minnesota Statutes,
1.4 chapter 10.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. [10.5505] PHILANDO CASTILE RESTORATION AND UNITY DAYS.
1.7 (a) July 6 and 7 each year are designated as Philando Castile Restoration and Unity Days
1.8for the purpose of honoring the life and legacy of Philando Castile, a beloved member of
1.9our community who worked as a nutrition service supervisor in Saint Paul Public Schools,
1.10who will be remembered for buying lunches out of his own pocket for students who couldn't
1.11afford them and who was tragically killed by police during a traffic stop on July 6, 2016,
1.12in Falcon Heights, Minnesota.
1.13 (b) July 6 of each year is designated Philando Castile Restoration Day. Restoration Day
1.14is a day to remember how important it is that each of us cross traditional borders between
1.15communities, a day to meet someone and get to know someone different than us, a day to
1.16listen to someone's story that is different from our own, a day to take steps of humility and
1.17forgiveness in efforts to restore connectedness, and a day to build a broader and stronger
1.18community.
1.19 (c) July 7 of each year is designated Philando Castile Unity Day for the purpose of
1.20coming together to express unity as we honor the life and legacy of Philando Castile and
1.21all others lost to police violence.
1.22 (d) Each year the governor shall issue proclamations honoring these two observances.
