1.1 A bill for an act 1.2 relating to capital investment; appropriating money for an entrepreneur innovation 1.3 center in the city of Minneapolis. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. NEIGHBORHOOD DEVELOPMENT CENTER. 1.6 $4,500,000 in fiscal year 2026 is appropriated from the general fund to the commissioner 1.7of employment and economic development for a grant to the Neighborhood Development 1.8Center to design, construct, furnish, and equip a new entrepreneur innovation center located 1.9in the Lake Street Corridor in the city of Minneapolis. The new building shall include space 1.10for entrepreneurs from low-income communities to develop and operate their businesses, 1.11and may include a technology accelerator, a beauty, health, and wellness incubator with a 1.12small-batch production kitchen, community event and meeting space, a food production 1.13kitchen, and retail space. This appropriation is available until the project is completed or 1.14abandoned, subject to Minnesota Statutes, section 16A.642. This is a onetime appropriation. 1.15 EFFECTIVE DATE.This section is effective the day following final enactment. 1Section 1.
