1.1 A bill for an act 1.2 relating to state government; establishing a Minnesota Volunteerism Innovation 1.3 Board; requiring rulemaking; requiring grants; requiring a report; appropriating 1.4 money; proposing coding for new law in Minnesota Statutes, chapter 10. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [10.70] MINNESOTA VOLUNTEERISM INNOVATION BOARD. 1.7 Subdivision 1.Board established; membership.(a) A Minnesota Volunteerism 1.8Innovation Board is established. The board consists of 11 voting members appointed by the 1.9governor in the manner provided in section 15.0597. 1.10 (b) In addition to the members appointed under paragraph (a), a representative of the 1.11contractor providing administrative support under subdivision 4 shall serve as the board's 1.12secretary and is an ex officio, nonvoting member of the board. The contractor's representative 1.13is not subject to the qualification standards in subdivision 2. 1.14 (c) The board shall elect a chair and other officers from among the board's membership. 1.15 Subd. 2.Qualifications for appointment.(a) When appointing board members under 1.16subdivision 1, the governor must ensure the inclusion of community leaders from a range 1.17of subsectors of the nonprofit, public, and business volunteerism communities. To the extent 1.18practicable, appointees must be geographically balanced according to community indicator 1.19regions adopted by the state demographer, must reflect a diversity of Minnesota's population, 1.20and must include at least two people between the ages of 16 and 24. The governor must not 1.21appoint a current or former legislator. 1Section 1. No. 2589 NINETY-FOURTH SESSION Authored by Freiberg03/20/2025 The bill was read for the first time and referred to the Committee on State Government Finance and Policy 2.1 (b) The community indicator regions adopted by the state demographer under paragraph 2.2(a) must reflect the Minnesota Compass regions adopted by Wilder Research or another 2.3similar metric for identifying and measuring community indicators in individual regions of 2.4the state. 2.5 Subd. 3.Terms of appointment; removal; compensation.Members of the board shall 2.6be appointed for a five-year term. Members may be removed and vacancies filled as provided 2.7in section 15.0575, subdivisions 4 and 5. Members serve without compensation or 2.8reimbursement for expenses, except for compensation or expense reimbursement that the 2.9member may receive in the ordinary course of employment or from another nonstate source 2.10that is not a grant applicant or recipient. 2.11 Subd. 4.Administrative staff support.The commissioner of administration must assist 2.12the board in entering a contract for professional services for administrative support. The 2.13contractor must have existing, demonstrated expertise in volunteerism, community 2.14engagement, or volunteer resources leadership. 2.15 Subd. 5.Duties.The board shall: 2.16 (1) gather information about, analyze, and build upon Minnesota's current capacity for 2.17high-quality, results-driven, evidence-based, innovative volunteerism in order to expand 2.18Minnesotans' ability to act on challenges and opportunities that correspond directly to 2.19Minnesota Compass measures, or other similar community indicators, and positively impact 2.20Minnesota communities; 2.21 (2) assess the capacity of Minnesota nonprofit, public, and business organizations to 2.22expand and deepen volunteer efforts that address community challenges and opportunities 2.23through high-quality, results-driven volunteerism; make recommendations to community 2.24and volunteer engagement leaders; and report results and recommendations to the governor 2.25and the legislature; 2.26 (3) gather baseline information about the capacity of Minnesota volunteer-involving 2.27organizations to demonstrate results by tracking, analyzing, and reporting grant activities, 2.28success stories, and measurable grant results with a common grant-tracking and 2.29grant-reporting system; and 2.30 (4) administer the grant program required under section 10.701. 2.31 Subd. 6.Legislative reports.By November 15 of each year, the board shall prepare 2.32and deliver to the legislature and the governor a report that includes: 2Section 1. REVISOR SGS/EN 25-0477303/14/25 3.1 (1) a financial statement showing receipts and disbursements for the fiscal year ending 3.2the preceding June 30, including a listing of the nonstate gifts and contributions to the 3.3Minnesota volunteerism innovation account established in section 10.702 that are valued 3.4in excess of $1,000, along with the donor who contributed the gift; 3.5 (2) a brief description of the activities of the board for the preceding year; 3.6 (3) the number of meetings and approximate hours spent by board members in meetings 3.7and on other board activities; 3.8 (4) a brief summary of board rules proposed or adopted during the period, with 3.9appropriate citations to the State Register and published rules; and 3.10 (5) the number of grant applications received by the board and the number of grants 3.11awarded, with a brief description of the purpose and outcomes of each awarded grant and 3.12the region of the state where the grantee is located. 3.13 Subd. 7.Expiration.The board expires June 30, 2030. 3.14 Sec. 2. [10.701] MINNESOTA VOLUNTEERISM INNOVATION GRANTS. 3.15 Subdivision 1.Grants; measures of progress.The Minnesota Volunteerism Innovation 3.16Board must administer a grant program intended to increase measurable results of innovative 3.17volunteer efforts aligned with Minnesota Compass measures, or other similar community 3.18indicators, in areas that impact Minnesotans' quality of life. The measures must serve as 3.19indicators of progress to be measured in order to determine the recipient's progress toward 3.20identified community goals. An applicant for a grant must identify the measures to be used 3.21when applying for a grant. 3.22 Subd. 2.Eligibility; nonstate match required.Grants may be awarded to organizations 3.23in the public, nonprofit, and business sectors that directly engage primarily nonstipend 3.24volunteers. To be eligible for a grant, an applicant must match the grant funds requested to 3.25be awarded in full. The match may be demonstrated through a direct contribution of funds 3.26or through in-kind contributions, including the value of staff and volunteer time provided 3.27by the applicant, the applicant's community partners, or other nonstate sources. The value 3.28of time of volunteers who receive a stipend may not be counted toward the match 3.29requirement. The value of time of volunteers who receive reimbursement for direct 3.30volunteer-related expenses may be counted toward the match requirement. The board may 3.31reduce the match requirement for low-income applicants. Grants may be renewed at the 3.32discretion of the board. 3Sec. 2. REVISOR SGS/EN 25-0477303/14/25 4.1 Subd. 3.Rules and laws governing grantmaking process.The board must adopt 4.2administrative rules to establish procedures governing the application for grants, evaluation 4.3of applications, match requirements for low-income applicants, and other requirements for 4.4awarding grants, including procedures to ensure that grant awards are equitably distributed 4.5to applicants in all regions of the state to the extent practicable. Sections 16B.97 to 16B.991 4.6apply to the award of grants by the board. The terms of the grant agreement must require 4.7that all activities funded by the grant be completed no later than June 30, 2030. 4.8 Subd. 4.Expiration.This section expires June 30, 2030. 4.9 Sec. 3. [10.702] MINNESOTA VOLUNTEERISM INNOVATION ACCOUNT. 4.10 (a) A Minnesota volunteerism innovation account is established in the special revenue 4.11fund. The account consists of amounts appropriated to the account by law and other gifts 4.12and contributions to the account received by the commissioner of management and budget 4.13under section 16A.013 from nonstate sources for deposit in the account. Amounts in the 4.14account are appropriated to the Minnesota Volunteerism Innovation Board for the purposes 4.15in sections 10.70 and 10.701. 4.16 (b) This section expires June 30, 2030. 4.17 Sec. 4. MINNESOTA VOLUNTEERISM INNOVATION BOARD; 4.18APPOINTMENTS; FIRST MEETING. 4.19 Initial appointments to the Minnesota Volunteerism Innovation Board must be made no 4.20later than August 1, 2025. The commissioner of administration must convene the first 4.21meeting of the board no later than September 1, 2025. Notwithstanding Minnesota Statutes, 4.22section 10.70, subdivision 6, the board is not required to prepare and deliver a legislative 4.23report in 2025. 4.24 Sec. 5. MINNESOTA VOLUNTEERISM INNOVATION BOARD; 4.25APPROPRIATION. 4.26 $1,000,000 in fiscal year 2026 and $1,000,000 in fiscal year 2027 are transferred from 4.27the general fund to the Minnesota volunteerism innovation account in the special revenue 4.28fund established in Minnesota Statutes, section 10.702. Of this amount, no more than $80,000 4.29may be used in each fiscal year for administrative costs associated with implementing the 4.30requirements of this act.
