1.1 A bill for an act 1.2 relating to grants management; requiring the commissioner of administration to 1.3 develop and provide grants management training; amending Minnesota Statutes 1.4 2024, section 16B.97, by adding a subdivision. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. Minnesota Statutes 2024, section 16B.97, is amended by adding a subdivision 1.7to read: 1.8 Subd. 6.Grants management training.(a) The commissioner must develop an online, 1.9on-demand grants management training program for state agency staff. At a minimum, the 1.10training must: 1.11 (1) include curriculum necessary for grants management managers and supervisors to 1.12properly and effectively manage a grants management program and for employees to 1.13effectively perform job duties; 1.14 (2) include instruction on the state's grants management policies; 1.15 (3) include instruction on fraud indicators; and 1.16 (4) require an exam that demonstrates an understanding of the skills, knowledge, and 1.17responsibilities presented in the training. 1.18 (b) All state agency staff assigned grant management responsibilities must complete 1.19initial grants management training before assuming grants management job duties and must 1.20complete continuing grants management training on an annual basis. 1Section 1.
