1.1 A bill for an act
1.2 relating to agriculture; requiring an annual report to the legislature on the beginning
1.3 farmer loan program; amending Minnesota Statutes 2024, section 41B.039, by
1.4 adding a subdivision.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 2024, section 41B.039, is amended by adding a subdivision
1.7to read:
1.8 Subd. 6.Report to legislature.No later than December 1, 2025, and annually thereafter,
1.9the authority must provide a report to the chairs and ranking minority members of the
1.10committees in the senate and house of representatives with jurisdiction over agriculture on
1.11the beginning farmer loans under this section. The report must include:
1.12 (1) background information on beginning farmers in Minnesota and any other information
1.13that the authority finds relevant to evaluating the effect of the loans on increasing
1.14opportunities for and the number of beginning farmers;
1.15 (2) the number and amount of loans;
1.16 (3) the geographic distribution of loans by county;
1.17 (4) the number of borrowers who are emerging farmers, as defined by section 17.055,
1.18subdivision 1;
1.19 (5) the number of borrowers who were experiencing limited land access or limited market
1.20access when the loan was issued;
1.21 (6) disaggregated data regarding the gender, race, and ethnicity of borrowers; and
