                    1.1	A bill for an act​
1.2 relating to corrections; requiring a report; appropriating money for the Hennepin​
1.3 County sheriff to provide educational and skills training to jail inmates.​
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.5 Section 1. APPROPRIATION; HENNEPIN COUNTY SHERIFF; FUNDING FOR​
1.6INMATE EDUCATIONAL AND SKILLS TRAINING.​
1.7 (a) $92,000 in fiscal year 2026 and $92,000 in fiscal year 2027 are appropriated from​
1.8the general fund to the commissioner of public safety for a grant to the Hennepin County​
1.9sheriff to support jail inmate educational and skills training. The grant must be used in the​
1.10following manner:​
1.11 (1) $89,000 each year is to hire, partner, or job share with a qualified individual to​
1.12provide educational instruction toward a high school diploma, or a GED, for jail inmates;​
1.13and​
1.14 (2) $3,000 each year is for the licensing fee for course workbooks related to anger​
1.15management, cognitive awareness empowerment, personal responsibility, and parenting​
1.16for use during in-person, hybrid, or self-directed instruction for jail inmates.​
1.17 (b) The Hennepin County sheriff must submit an annual report to the commissioner by​
1.18June 30 of each year the sheriff receives a grant under this section. The report must detail​
1.19how the sheriff used the grant, describe the accomplishments achieved with the use of grant​
1.20funds, and identify lessons learned and recommendations for best practices in providing​
1.21educational and skills training programming to jail inmates.​
1.22 (c) The base for this appropriation is $92,000 in fiscal year 2028 and later.​
