1.1 A bill for an act
1.2 relating to human services; establishing a county and Tribe housing support
1.3 administrative rate; requiring reports; appropriating money; amending Minnesota
1.4 Statutes 2024, section 256I.05, by adding a subdivision.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 2024, section 256I.05, is amended by adding a subdivision
1.7to read:
1.8 Subd. 12.County and Tribe supplementary administrative rate.(a) Notwithstanding
1.9subdivision 1 or any other law capping housing support payments to counties or Tribes, the
1.10commissioner of human services must determine a rate to be paid to counties and Tribes
1.11on top of any rates paid pursuant to this chapter based on the total yearly housing support
1.12payments to fund the following activities:
1.13 (1) establishing and maintaining housing support agreements with providers, including
1.14the establishment of contracting processes;
1.15 (2) overseeing and monitoring the quality of provider services; and
1.16 (3) determining eligibility and making payments to eligible providers.
1.17 (b) No later than February 27, 2026, the commissioner of human services must report
1.18to the chairs and ranking minority members of the legislative committees with jurisdiction
1.19over human services and housing on the rate established pursuant to this subdivision and
1.20the rate's methodology. If the commissioner of human services modifies the rate under this
1.21subdivision, the commissioner must report to the chairs and ranking minority members of

2.6fund to the commissioner of human services for the county and Tribe housing support
2.7administrative rate under Minnesota Statutes, section 256I.05, subdivision 12.
