1.1 A bill for an act 1.2 relating to the legislature; establishing a vote threshold for certain bills heard in a 1.3 standing committee of the legislature; proposing coding for new law in Minnesota 1.4 Statutes, chapter 3. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [3.057] BILLS LAID OVER FOR INCLUSION IN OMNIBUS. 1.7 (a) A bill must not be laid over for possible inclusion in a major finance or policy omnibus 1.8bill by a standing committee chair unless approved by vote of at least two-thirds of the 1.9committee's membership. If sufficient committee membership does not approve that a bill 1.10be laid over for possible inclusion in a major finance or policy omnibus bill: (1) the committee 1.11may vote to refer the bill to another committee, refer the bill to the full body, or table the 1.12bill; or (2) the chair may direct that no further action be taken on the bill. A bill that is tabled 1.13or receives no further action due to a failed vote under this section must not be included in 1.14a subsequent delete-everything amendment or omnibus bill heard by the committee, unless 1.15an amendment to do so is adopted by committee vote and the amendment includes only the 1.16policy items specific to the bill. 1.17 (b) The house of representatives and the senate must adopt procedural rules as necessary 1.18to implement this section. 1Section 1.
