1.1 A bill for an act
1.2 relating to education; restricting female sports team participation to the female
1.3 sex; amending Minnesota Statutes 2024, section 121A.04, by adding a subdivision.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. Minnesota Statutes 2024, section 121A.04, is amended by adding a subdivision
1.6to read:
1.7 Subd. 4a.Female sports teams.Notwithstanding any law to the contrary, only students
1.8of the female sex may participate in an elementary or secondary school level athletic team
1.9or sport that an educational institution has restricted on the basis of sex to women or girls.
1.10If there is a dispute as to whether a student is of the female sex, the student must present a
1.11signed physician's statement indicating the student's sex that is based solely on:
1.12 (1) the student's internal and external reproductive anatomy;
1.13 (2) the student's naturally occurring level of testosterone; and
1.14 (3) an analysis of the student's chromosomes.
1.15 EFFECTIVE DATE.This section is effective July 1, 2025.
