1.1 A bill for an act 1.2 relating to transportation; establishing Donate Life special plates; appropriating 1.3 money; proposing coding for new law in Minnesota Statutes, chapter 168. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. [168.1289] DONATE LIFE SPECIAL PLATES. 1.6 Subdivision 1.Issuance of plates.The commissioner must issue Donate Life special 1.7plates or a single motorcycle plate to an applicant who: 1.8 (1) is a registered owner of a passenger automobile, noncommercial one-ton pickup 1.9truck, motorcycle, or recreational motor vehicle; 1.10 (2) pays an additional fee in the amount specified for special plates under section 168.12, 1.11subdivision 5; 1.12 (3) pays the registration tax as required under section 168.013; 1.13 (4) pays the fees required under this chapter; 1.14 (5) contributes a minimum of $10 annually to the Donate Life account; and 1.15 (6) complies with this chapter and rules governing registration of motor vehicles and 1.16licensing of drivers. 1.17 Subd. 2.Design.In consultation with Donate Life, the commissioner must adopt a 1.18suitable plate design that includes the Donate Life marks and colors. 1.19 Subd. 3.Plates transfer.On application to the commissioner and payment of a transfer 1.20fee of $5, special plates issued under this section may be transferred to another motor vehicle 1.21if the subsequent vehicle is: 1Section 1. No. 3274 NINETY-FOURTH SESSION Authored by Clardy04/30/2025 The bill was read for the first time and referred to the Committee on Transportation Finance and Policy 2.1 (1) qualified under subdivision 1, clause (1), to bear the special plates; and 2.2 (2) registered to the same individual to whom the special plates were originally issued. 2.3 Subd. 4.Exemption.Special plates issued under this section are not subject to section 2.4168.1293, subdivision 2. 2.5 Subd. 5.Contributions; account; appropriation.Contributions collected under 2.6subdivision 1, clause (5), must be deposited in the Donate Life account, which is established 2.7in the special revenue fund. Money in the account is annually appropriated to the 2.8commissioner. This appropriation is first for the annual cost of administering the account 2.9funds, and the remaining money is for distribution to Donate Life to further the organization's 2.10mission and purpose of promoting organ and tissue donation. 2.11 EFFECTIVE DATE.This section is effective January 1, 2026, for Donate Life special 2.12plates issued on or after that date. 2Section 1.
