1.1 A bill for an act 1.2 relating to capital investment; appropriating money for a grant to WE WIN Institute, 1.3 Inc. to acquire and improve property in the city of Minneapolis. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. APPROPRIATION; WE WIN INSTITUTE, INC. 1.6 $15,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner 1.7of employment and economic development for a grant to WE WIN Institute, Inc., a 501(c)(3) 1.8nonprofit organization, to continue and expand the renovation of their currently owned 1.9facilities to provide academic, social, and culturally specific programming and food services 1.10for black students in the city of Minneapolis. This appropriation may be used for the property 1.11acquisition of an additional property in the city of Minneapolis to be used for a meeting and 1.12gathering space to work with and support community-based organization partnerships. This 1.13appropriation may also be used for the predesign, design, construction, furnishing, equipping, 1.14and renovation of the WE WIN facilities and the additional property to be purchased under 1.15this section. This appropriation is onetime and is available until the project is completed or 1.16abandoned, subject to Minnesota Statutes, section 16A.642. This appropriation is in addition 1.17to the appropriation in Laws 2023, chapter 71, article 1, section 14, subdivision 105. 1.18 EFFECTIVE DATE.This section is effective the day following final enactment. 1Section 1.
