1.1 A bill for an act 1.2 relating to transportation; appropriating money for intersection improvements 1.3 along marked U.S. Highway 14 in the city of Byron; authorizing the sale and 1.4 issuance of state bonds. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. U.S. HIGHWAY 14 INTERSECTION IMPROVEMENTS; 1.7APPROPRIATION AND TRUNK HIGHWAY BOND SALE AUTHORIZATION. 1.8 Subdivision 1.Appropriation; trunk highway bond proceeds.$2,400,000 is 1.9appropriated from the bond proceeds account in the trunk highway fund to the commissioner 1.10of transportation for trunk highway bond eligible portions of a project to conduct 1.11environmental analysis, predesign, and final design of a project to replace at-grade 1.12intersections and traffic signals with grade-separated interchanges along marked U.S. 1.13Highway 14, including but not limited to intersections with Olmsted County State-Aid 1.14Highway 3 and Olmsted County State-Aid Highway 5, in the city of Byron. Any amount 1.15remaining after substantial completion of environmental analysis, predesign, design, and 1.16engineering work may be applied to the state's share to acquire right-of-way for and to 1.17construct, furnish, and equip these interchanges and associated infrastructure and road work 1.18to accommodate these interchanges. 1.19 Subd. 2.Bond sale.To provide the money appropriated in subdivision 1 from the bond 1.20proceeds account in the trunk highway fund, the commissioner of management and budget 1.21shall sell and issue bonds of the state in an amount up to $2,400,000 in the manner, upon 1.22the terms, and with the effect prescribed by Minnesota Statutes, sections 167.50 to 167.52, 1.23and by the Minnesota Constitution, article XIV, section 11, at the times and in the amounts 1Section 1.
