                    1.1	A bill for an act​
1.2 relating to taxation; local government aids; dedicating a portion of local government​
1.3 aid to cities for housing; amending Minnesota Statutes 2024, sections 477A.011,​
1.4 by adding a subdivision; 477A.013, by adding a subdivision.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. Minnesota Statutes 2024, section 477A.011, is amended by adding a subdivision​
1.7to read:​
1.8 Subd. 48.Housing need percentage."Housing need percentage" is equal to the​
1.9percentage of a city's city revenue need under subdivision 34 that is due to the following​
1.10two factors:​
1.11 (1) its pre-1940 housing percentage under subdivision 30; and​
1.12 (2) its percentage of housing built between 1940 and 1970, the sum of which is equal​
1.13to 100 times the most recent count by the United States Bureau of the Census of all housing​
1.14units in the city built after 1939 but before 1970, divided by the total number of all housing​
1.15units in the city. Housing units includes both occupied and vacant housing units as defined​
1.16by the federal census.​
1.17 EFFECTIVE DATE.This section is effective for aids payable in calendar year 2026​
1.18and thereafter.​
1.19 Sec. 2. Minnesota Statutes 2024, section 477A.013, is amended by adding a subdivision​
1.20to read:​
1.21 Subd. 15.Dedicated use of city aid.A city receiving aid under subdivision 9 in any​
1.22year must dedicate an amount of aid equal to the city's housing need percentage under​

The bill was read for the first time and referred to the Committee on Taxes​ 2.1section 477A.011, subdivision 48, multiplied by its city formula aid amount to fund housing​
2.2development, redevelopment, and rehabilitation programs. If the amount calculated under​
2.3this subdivision is less than $100, the minimum dedication amount of aid for these programs​
2.4is zero. The amount of aid going to housing programs under this subdivision is in addition​
2.5to any other money from grants, fees, or other sources that are dedicated to housing programs.​
2.6 EFFECTIVE DATE.This section is effective for aids payable in calendar year 2026​
2.7and thereafter.​
