                    1.1	A bill for an act​
1.2 relating to public safety; establishing a pilot program to issue grants to local law​
1.3 enforcement agencies to purchase equipment to respond to active shooters in​
1.4 schools; appropriating money.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. ACTIVE SHOOTER RESPONSE EQUIPMENT PILOT PROGRAM.​
1.7 Subdivision 1.Pilot program establishment.The commissioner of public safety must​
1.8establish and administer an active shooter response equipment pilot program to award grants​
1.9to eligible law enforcement agencies under this section.​
1.10 Subd. 2.Eligibility; grant awards; maximums.Each local law enforcement agency​
1.11that does not have, or that has an insufficient quantity of, equipment needed to respond to​
1.12active shooter incidents at the public schools located in the agency's jurisdiction may apply​
1.13for a grant. Grant funds must be used to purchase equipment needed to respond to active​
1.14shooter incidents within schools. In awarding grants, the commissioner must give priority​
1.15to agencies that do not have active shooter response equipment. A grant under the pilot​
1.16program must not exceed a total of $....... per agency.​
1.17 Subd. 3.Application.An applicant shall submit a completed form prepared and provided​
1.18by the commissioner of public safety. In addition to any other information required by the​
1.19commissioner, each application must identify the schools in the agency's jurisdiction by the​
1.20grades enrolled at the school, the number of students attending the school, and the specific​
1.21challenges the school's location and design present in responding to an active shooter​
1.22incident. An application must also include a plan to store the active shooter response​
1.23equipment in a location that maximizes rapid access to the equipment during an active​
