1.1 A bill for an act
1.2 relating to capital investment; appropriating money for education learning centers
1.3 for two special education cooperatives in Minnesota; authorizing the sale and
1.4 issuance of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. NORTHERN LIGHTS SPECIAL EDUCATION COOPERATIVE NO.
1.76096-52; EDUCATION LEARNING CENTER.
1.8 Subdivision 1.Appropriation.$6,500,000 is appropriated from the bond proceeds fund
1.9to the commissioner of education for a grant to Northern Lights Special Education
1.10Cooperative No. 6096-52, to predesign, design, construct, renovate, furnish, and equip an
1.11education learning center to house a regional educational program for students with autism,
1.12cognitive disabilities, emotional and behavioral disorders, and other students with specific
1.13educational needs, including space to house a Level IV setting regional special education
1.14program, subject to Minnesota Statutes, section 16A.695. This appropriation does not require
1.15a nonstate match.
1.16 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond
1.17proceeds fund, the commissioner of management and budget shall sell and issue bonds of
1.18the state in an amount up to $6,500,000 in the manner, upon the terms, and with the effect
1.19prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
1.20Constitution, article XI, sections 4 to 7.
1.21 EFFECTIVE DATE.This section is effective the day following final enactment.
