1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.7 Section 1. Laws 2023, chapter 70, article 20, section 2, subdivision 30, is amended to​

1.15facility start-up grants under Minnesota​
1.16Statutes, section 256B.0941, subdivision 5.​
1.17This is a onetime appropriation and is​
1.18available until June 30, 2027.​
1.19(b) African American Child Wellness​
1.20Institute. $2,000,000 in fiscal year 2024 is​
1.21for a grant to the African American Child​
1.22Wellness Institute to provide culturally​
1.23specific mental health and substance use​

2.5(c) Base level adjustment. The general fund​
2.6base is $34,648,000 in fiscal year 2026 and​
2.7$34,648,000 in fiscal year 2027.​
2.8 EFFECTIVE DATE.This section is effective the day following final enactment.​
2.9 Sec. 2. APPROPRIATION; REPORT.​
2.10 (a) $100,000 in fiscal year 2026 is appropriated from the general fund to the Direct Care​
2.11and Treatment executive board for planning a build out of a locked psychiatric residential​
2.12treatment facility operated by Direct Care and Treatment. This is a onetime appropriation​
2.13and is available until June 30, 2027.​
2.14 (b) By March 1, 2026, the executive board must report to the chairs and ranking minority​
2.15members of the legislative committees with jurisdiction over human services finance and​
2.16policy on the plan developed using the appropriation in this section to build out a locked​
2.17psychiatric residential treatment facility (PRTF) operated by Direct Care and Treatment.​
2.18 (c) The report must include but is not limited to the following information:​
2.19 (1) the risks and benefits of locating the locked PRTF in a metropolitan or rural location;​
2.20 (2) the estimated cost for the build out of the locked PRTF;​
2.21 (3) the estimated ongoing cost of maintaining the locked PRTF; and​
2.22 (4) the estimated amount of costs that can be recouped from medical assistance,​
2.23MinnesotaCare, and private insurance payments.​
2.24 EFFECTIVE DATE.This section is effective the day following final enactment.​
