                    1.1	A bill for an act​
1.2 relating to higher education; establishing an education benefit for dependents of​
1.3 disabled veterans; proposing coding for new law in Minnesota Statutes, chapter​
1.4 136A.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. [136A.1468] EDUCATION BENEFIT FOR DEPENDENTS OF DISABLED​
1.7VETERANS.​
1.8 Subdivision 1.Eligibility.A person is eligible to receive educational benefits under this​
1.9section if the person:​
1.10 (1) is enrolled in an undergraduate degree or certificate program at an institution that is​
1.11operated by this state or the Board of Regents of the University of Minnesota; and​
1.12 (2) is a dependent child of a veteran, as defined in section 197.447:​
1.13 (i) with a total (100 percent) and permanent disability; or​
1.14 (ii) with a disability rating of 70 percent or more.​
1.15 Subd. 2.Educational benefit award amount.(a) The amount of the award is 100​
1.16percent of the actual tuition, fees charged by the institution, and books after subtracting​
1.17state and federal grants, scholarships, and financial aid for dependents under subdivision​
1.181, clause (2), item (i). The award is 50 percent of the actual tuition, fees charged by the​
1.19institution, and books after subtracting state and federal grants, scholarships, and financial​
1.20aid for dependents under subdivision 1, clause (2), item (ii).​
1.21 (b) An award under this subdivision must not affect a recipient's eligibility for a state​
1.22grant under section 136A.121.​

The bill was read for the first time and referred to the Committee on Higher Education Finance and Policy​ 2.1 (c) For the purposes of this subdivision, "fees" include only those fees that are mandatory​
2.2and charged to all students attending the institution.​
2.3 Subd. 3.Payment.On proof of eligibility for this program, an eligible institution, on​
2.4behalf of the student, shall request payment of the award from the Office of Higher Education.​
2.5An institution must not request payment unless the student is enrolled in or has completed​
2.6the term for which the payment is intended.​
