                    1.1	A bill for an act​
1.2 relating to landlord and tenant; prohibiting landlords from using coordinating​
1.3 services to set prices, supply levels, and lease terms; proposing coding for new​
1.4 law in Minnesota Statutes, chapter 504B.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. [504B.1545] COORDINATING SERVICES PROHIBITED.​
1.7 Subdivision 1.Definitions.(a) For the purposes of this section, the following terms have​
1.8the meanings given.​
1.9 (b) "Coordinating function" means:​
1.10 (1) collecting historical or contemporaneous prices, supply levels, or lease or rental​
1.11contract termination and renewal dates of residential dwelling units from two or more​
1.12landlords;​
1.13 (2) analyzing or processing of the information described in clause (1) using a system,​
1.14software, or process that uses computation, including by using that information to train an​
1.15algorithm; and​
1.16 (3) recommending rental prices, lease renewal terms, or ideal occupancy levels to a​
1.17landlord.​
1.18 (c) "Coordinator" means any person that operates a software or data analytics service​
1.19that performs a coordinating function for any landlord, including a landlord performing a​
1.20coordinating function for their own benefit.​
1.21 Subd. 2.Prohibited conduct.(a) A landlord must not subscribe to, contract with, or​
1.22otherwise exchange anything of value in return for the services of a coordinator.​
