                    1.1	A bill for an act​
1.2 relating to health insurance; requiring coverage of cancer imaging and clinical​
1.3 genetic testing; proposing coding for new law in Minnesota Statutes, chapter 62Q.​
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.5 Section 1. [62Q.452] CANCER; CLINICAL GENETIC TESTING AND IMAGING.​
1.6 Subdivision 1.Definitions.(a) For purposes of this section, the following terms have​
1.7the meanings given.​
1.8 (b) "Clinical genetic testing" means germline multigene testing for an inherited mutation​
1.9associated with an increased risk of cancer performed in accordance with evidence-based​
1.10clinical practice guidelines.​
1.11 (c) "Imaging" means evidence-based cancer imaging modalities performed in accordance​
1.12with the most recent version of the National Comprehensive Cancer Network (NCCN)​
1.13clinical practice guidelines.​
1.14 Subd. 2.Coverage.(a) A health plan must include coverage for:​
1.15 (1) imaging for enrollees with an increased risk of cancer, as determined by the NCCN;​
1.16and​
1.17 (2) clinical genetic testing for an inherited gene mutation that is recommended by a​
1.18health care provider for enrollees with a personal or family history of cancer.​
1.19 (b) The coverage required by this section is not subject to cost-sharing, including but​
1.20not limited to deductible, co-payment, or coinsurance.​

2.4ineligibility under United States Code, title 42, section 18022(e), then subdivision 2,​
2.5paragraph (b), applies to imaging and clinical genetic testing only after the enrollee has met​
2.6the enrollee's health plan's deductible.​
2.7 EFFECTIVE DATE.This section is effective January 1, 2026, and applies to health​
2.8plans offered, issued, or renewed on or after that date.​
