                    1.1	A bill for an act​
1.2 relating to trade regulations; requiring retailers to display signage warning about​
1.3 the dangers of mercury-containing skin-lightening products; proposing coding for​
1.4 new law in Minnesota Statutes, chapter 325F.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. [325F.998] SKIN-LIGHTENER SIGNAGE REQUIRED.​
1.7 Subdivision 1.Signage required.After August 1, 2026, at each location where​
1.8skin-lightening products are sold at retail, the retailer must display a sign in plain view to​
1.9provide public notice that selling skin-lightening products that contain mercury is illegal​
1.10and subject to penalties, and that using skin-lightening products that contain mercury may​
1.11result in adverse health consequences. The notice must be placed in a conspicuous location​
1.12in the retail establishment and must be readily visible to any person who is purchasing or​
1.13attempting to purchase skin-lightening products.​
1.14 Subd. 2.Signage development.The commissioner of the Pollution Control Agency and​
1.15the commissioner of health, in consultation with community-based organizations that have​
1.16worked to raise awareness about mercury in skin-lightening products, must jointly develop​
1.17the signage required by subdivision 1. Words on the signage must be displayed in at least​
1.18the English, Spanish, Hmong, Somali, French, Ethiopian, and Oromo languages.​
