1.1 A bill for an act 1.2 relating to health; creating the Minnesota Epilepsy Program; appropriating money; 1.3 proposing coding for new law in Minnesota Statutes, chapter 145. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. [145.9231] MINNESOTA EPILEPSY PROGRAM. 1.6 Subdivision 1.Purpose.The purpose of the Minnesota Epilepsy Program is to: 1.7 (1) provide statewide support and education for people living with epilepsy and related 1.8seizure disorders to improve health outcomes and prevent early mortality including sudden 1.9unexpected death in epilepsy; 1.10 (2) develop training programs for health care workers, educators, and service providers; 1.11and 1.12 (3) collect data on epilepsy and related seizure disorders in Minnesota. 1.13 Subd. 2.Epilepsy support and education.(a) The commissioner of health shall identify 1.14priority actions and activities to address the needs for communication, services, resources, 1.15tools, strategies, and policies to support people living with epilepsy and their caregivers, 1.16including increasing access to one-on-one support services. Strategies shall include culturally 1.17specific and community-based approaches. The commissioner of health shall conduct an 1.18evaluation to determine the effectiveness of the strategies. 1.19 (b) The commissioner of health may administer funds appropriated for the purposes of 1.20this section to provide money to community organizations and coalitions to collaborate with 1.21one another or with the commissioner on strategies to improve health outcomes for people 1.22living with epilepsy and related disorders. No. 1538NINETY-FOURTH SESSION (SENATE AUTHORS: BOLDON, Abeler and Mann) OFFICIAL STATUSD-PGDATE Introduction and first reading02/17/2025 Referred to Health and Human Services 2.1contracts the commissioner makes available through a request for proposal process or 2.2sole-source distribution where appropriate. 2.3 Subd. 3.Professional training and education about epilepsy and related seizure 2.4disorders.(a) The commissioner of health, in collaboration with the Board of Medical 2.5Practice, the Board of Nursing, other professional boards and state agencies, and nonprofit 2.6advocacy organizations with expertise in epilepsy and related seizure disorders, shall develop 2.7strategies, including but not limited to educational materials and trainings to increase 2.8knowledge and develop practical skills of health care providers, including emergency room 2.9providers, community health workers, and emergency medical service providers. The 2.10trainings must include methods for screening for epilepsy and related seizure disorders and 2.11making appropriate referrals to address the needs of individuals affected by epilepsy and 2.12related seizure disorders and their families. 2.13 (b) The commissioner of health may administer grants and contracts for the purposes 2.14of this section to provide money to organizations with expertise in epilepsy and related 2.15seizure disorders, including the development of materials and curriculum, and delivering 2.16training for schools required under section 121A.24, subdivision 2. 2.17 Subd. 4.Data collection and state plan.The commissioner of health shall establish a 2.18system for the collection, analysis, and reporting of data on seizure disorders in Minnesota, 2.19including number of diagnoses, clinical outcomes, mortality rates, and related population 2.20health data. The commissioner shall use the data collected to align statewide efforts and 2.21build coordinated systems and partnerships to support community-led and culturally 2.22responsive strategies to ensure Minnesotans at risk for or living with epilepsy and their 2.23caregivers have equitable access to opportunities and resources to support their well-being 2.24and quality of life. The commissioner of health shall conduct an evaluation to determine 2.25the effectiveness of the strategies. 2.26 Sec. 2. APPROPRIATION; MINNESOTA EPILEPSY PROGRAM. 2.27 $....... in fiscal year 2026 and $....... in fiscal year 2027 are appropriated from the general 2.28fund to the commissioner of health for the Minnesota Epilepsy Program under Minnesota 2.29Statutes, section 145.9231. 2Sec. 2. 25-02350 as introduced01/28/25 REVISOR SGS/ES
