1.1 A bill for an act 1.2 relating to public safety; modifying intensive comprehensive law enforcement 1.3 education and training program; appropriating money; amending Minnesota Statutes 1.4 2024, section 626.8516, subdivisions 4, 5, 6. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. Minnesota Statutes 2024, section 626.8516, subdivision 4, is amended to read: 1.7 Subd. 4.Forms.The commissioner must prepare the necessary grant application forms 1.8and make the forms available on the agency's public website no later than December 31, 1.92023 2026. 1.10 EFFECTIVE DATE.This section is effective retroactively from July 1, 2023. 1.11 Sec. 2. Minnesota Statutes 2024, section 626.8516, subdivision 5, is amended to read: 1.12 Subd. 5.Intensive education and skills training program.No later than December 1.1331, 2023 2026, the commissioner, in consultation with the executive director of the board 1.14and the institutions designated as education providers under subdivision 6, shall develop 1.15an intensive comprehensive law enforcement education and skills training curriculum that 1.16will provide eligible peace officer candidates with the law enforcement education and skills 1.17training needed to be licensed as a peace officer. The curriculum must be designed to be 1.18completed in eight months or less and shall be offered at the institutions designated under 1.19subdivision 6. The curriculum may overlap, coincide with, or draw upon existing law 1.20enforcement education and training programs at institutions designated as education providers 1.21under subdivision 6. Minnesota Statutes 2024, section 626.8516, subdivision 6, is amended to read: 2.5 Subd. 6.Education providers; sites.(a) No later than October 1, 2023 2026, the Board 2.6of Trustees of the Minnesota State Colleges and Universities shall designate at least two 2.7regionally diverse system campuses to provide the required intensive comprehensive law 2.8enforcement education and skills training to eligible peace officer candidates. 2.9 (b) In addition to the campuses designated under paragraph (a), the commissioner may 2.10designate private, nonprofit postsecondary institutions to provide the required intensive 2.11comprehensive law enforcement education and skills training to eligible peace officer 2.12candidates. 2.13 (c) Effective July 1, 2025, the Board of Regents of the University of Minnesota may 2.14request that the commissioner designate one or more campuses to provide intensive 2.15comprehensive law enforcement education and skills training to eligible peace officer 2.16candidates. Upon such a request, the commissioner may designate at least one of the requested 2.17campuses. 2.18 EFFECTIVE DATE.This section is effective retroactively from July 1, 2023. 2.19 Sec. 4. APPROPRIATION. 2.20 $5,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner 2.21of public safety for the Office of Justice Programs to continue the intensive comprehensive 2.22peace officer education and training program under Minnesota Statutes, section 626.8516. 2.23This appropriation is available through June 30, 2029. 2.24 EFFECTIVE DATE.This section is effective the day following final enactment. 2Sec. 4. 25-00873 as introduced12/10/24 REVISOR KLL/LN
