1.1 A bill for an act 1.2 relating to education; requiring a cost-benefit analysis of Minnesota's special 1.3 education system; requiring a report. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. SPECIAL EDUCATION EVALUATION. 1.6 The commissioner of education must solicit a request for proposals to undertake a 1.7detailed, independent analysis of the economic and educational effects of conforming 1.8Minnesota's special education laws with minimum federal requirements. The report must 1.9identify the special education requirements in Minnesota Statutes that exceed federal 1.10requirements for special education and analyze the educational benefits and the cost of those 1.11requirements. The report must be structured to help the kindergarten through grade 12 1.12education policy and finance committees of the legislature balance student outcomes with 1.13possible gains in time or cost efficiencies.
