1.2 relating to state government; requiring an audit of the Minnesota Housing Finance
1.3 Agency; requiring a report; appropriating money.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. APPROPRIATION; AUDITS OF MINNESOTA HOUSING FINANCE
1.6AGENCY.
1.7 (a) $....... in fiscal year 2026 is appropriated from the general fund to the state auditor
1.8to hire an independent auditor and to establish a citizen oversight committee to identify
1.9disparities in equal opportunity and access to housing for African Americans in Minnesota.
1.10 (b) The independent auditor shall conduct an audit of the Minnesota Housing Finance
1.11Agency's compliance with equal opportunity laws, policies, and programs identified in
1.12paragraph (c), clause (1).
1.13 (c) The state auditor, in collaboration with the Council for Minnesotans of African
1.14Heritage, shall establish the citizen oversight committee to:
1.15 (1) inventory all intersecting state and federal equal opportunity laws, policies, and
1.16programs relevant to the Minnesota Housing Finance Agency;
1.17 (2) oversee the work of the independent auditor; and
1.18 (3) report findings and make recommendations to the governor and the chairs and ranking
1.19minority members of the legislative committees with jurisdiction over the Minnesota Housing
1.20Finance Agency. The report with recommendations must be made prior to the start of the
1.212026 legislative session.
