1.1 A bill for an act 1.2 relating to state government; establishing a commission on government efficiency 1.3 and waste prevention; requiring reports; proposing coding for new law in Minnesota 1.4 Statutes, chapter 3. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [3.28] COMMISSION ON GOVERNMENT EFFICIENCY AND WASTE 1.7PREVENTION. 1.8 Subdivision 1.Establishment.The commission on government efficiency and waste 1.9prevention is established to oversee and promote policies to improve government efficiency 1.10and technological advancement. Government efficiency and modernization is needed to 1.11ensure public service. Technological advancement will improve management practices and 1.12reduce fraud and misuse of public funds and services. The commission shall oversee these 1.13efforts across state agencies. 1.14 Subd. 2.Membership; duties.(a) The commission shall consist of the following 14 1.15members: 1.16 (1) two members appointed by the governor; 1.17 (2) two members appointed by the speaker of the house, who must be nonelected officials; 1.18 (3) two members appointed by the minority leader of the house of representatives, who 1.19must be nonelected officials; 1.20 (4) two members appointed by the majority leader in the senate, who must be nonelected 1.21officials; 1Section 1. 25-04987 as introduced04/01/25 REVISOR SGS/ES SENATE STATE OF MINNESOTA S.F. The commission shall meet upon the 2.5call of the chair or at the request of two or more members. The commission shall keep a 2.6permanent record and minutes of the proceedings. 2.7 (c) The commission shall develop proposals to streamline government, cut inefficient 2.8spending, offer proposals to identify and eliminate waste and fraud, and find the most 2.9efficient way to offer services to the citizens of Minnesota. 2.10 (d) Each year the commission shall submit proposals for streamlining government or 2.11saving money to the leader in each legislative caucus. 2.12 Subd. 3.Staff support; meeting space; equipment.The legislative coordinating 2.13commission shall provide staff support, meeting space, and access to office equipment and 2.14services as needed. 2.15 Subd. 4.Report.By December 1, 2026, and each December 1 thereafter, the commission 2.16must submit a report to the governor and to the chairs and ranking minority members of the 2.17legislative committees with jurisdiction over state government. The report must document 2.18the commission's activities during the year and report on identification of waste or fraud in 2.19state government.
