1.1 A bill for an act 1.2 relating to higher education; requiring certain disclosures and implementation of 1.3 a corequisite model related to developmental courses; requiring a report; proposing 1.4 coding for new law in Minnesota Statutes, chapter 135A. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [135A.082] DEVELOPMENT AL COURSES. 1.7 Subdivision 1.Developmental course requirements.(a) For purposes of this section, 1.8the following terms have the meanings given: 1.9 (1) "adult basic education programs" means state-funded educational programs designed 1.10to provide foundational skills in reading, writing, and other academic areas necessary for 1.11workforce readiness and postsecondary education; 1.12 (2) "corequisite model" means a course model in which students enroll directly in 1.13college-level English courses that provide credits toward graduation while receiving 1.14concurrent academic support; and 1.15 (3) "developmental course" means a postsecondary course taken to prepare a student 1.16for college-level work and that the postsecondary institution does not grant credit for and 1.17that cannot be used to meet degree, diploma, or certificate requirements. 1.18 (b) Public postsecondary institutions that receive financial aid on behalf of students 1.19under section 136A.121 must: 1.20 (1) provide clear, written explanations to students regarding the difference between 1.21uncredited remedial or developmental courses and courses that provide credits that count 1Section 1. 25-05468 as introduced04/10/25 REVISOR VH/ES SENATE STATE OF MINNESOTA S.F. No. 3491NINETY-FOURTH SESSION (SENATE AUTHORS: DUCKWORTH) OFFICIAL STATUSD-PGDATE Introduction and first reading05/07/2025 Referred to Higher Education 2.1toward graduation and require students to sign a written acknowledgment that the student 2.2understands the difference; 2.3 (2) implement a one-semester corequisite model for English courses in place of traditional 2.4stand-alone developmental education courses; and 2.5 (3) refer any student who does not meet the minimum placement criteria for enrollment 2.6in the corequisite course described in clause (2) to an adult basic education program for 2.7foundational skill development prior to reenrollment in credit-bearing courses. 2.8 (c) The commissioner must: 2.9 (1) establish guidelines for the effective integration of one-semester corequisite support 2.10with credit-bearing courses; and 2.11 (2) provide technical assistance to institutions transitioning from traditional developmental 2.12education models to a corequisite model. 2.13 Subd. 2.Reporting.The commissioner must annually report on the department's website 2.14the following summary data: 2.15 (1) the number of students placed in noncredit remedial or developmental courses, 2.16credit-bearing corequisite courses, or who are referred to an adult basic education program; 2.17 (2) the number of students who complete uncredited remedial or developmental education 2.18within one academic year; and 2.19 (3) the number of students who enroll in credit-bearing courses after completing remedial 2.20or developmental courses. 2Section 1. 25-05468 as introduced04/10/25 REVISOR VH/ES
