                    1.1	A bill for an act​
1.2 relating to capital investment; appropriating money for wastewater treatment​
1.3 facility improvements in the city of Albert Lea; authorizing the sale and issuance​
1.4 of state bonds.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. ALBERT LEA; WASTEWATER TREATMENT FACILITY​
1.7IMPROVEMENTS.​
1.8 Subdivision 1.Appropriation.$37,000,000 is appropriated from the bond proceeds​
1.9fund to the Public Facilities Authority for a grant to the city of Albert Lea for design,​
1.10demolition, construction, and equipment improvements to upgrade the city's wastewater​
1.11treatment facility. This appropriation includes money for design, renovation, repairs, and​
1.12replacement of infrastructure, equipment, and other components of the facility's wastewater​
1.13treatment systems, including site improvements to buildings and other structures and costs​
1.14of demolition associated with the project. This appropriation is available when the​
1.15commissioner of management and budget determines that sufficient resources have been​
1.16committed to complete the project, as required by Minnesota Statutes, section 16A.502.​
1.17 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond​
1.18proceeds fund, the commissioner of management and budget shall sell and issue bonds of​
1.19the state in an amount up to $37,000,000 in the manner, upon the terms, and with the effect​
1.20prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota​
1.21Constitution, article XI, sections 4 to 7.​
1.22 EFFECTIVE DATE.This section is effective the day following final enactment.​
