1.1 A bill for an act 1.2 relating to transportation; prohibiting inclusion of highway spending for 1.3 nonhighway purposes in governor's budget; requiring a report; proposing coding 1.4 for new law in Minnesota Statutes, chapter 161. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [161.0895] HIGHWAY PURPOSE; REPORT. 1.7 (a) To ensure compliance with the Minnesota Constitution, article XIV, sections 2, 5, 1.8and 6, commissioners of state agencies must not include in a biennial budget any expenditures 1.9from the trunk highway fund or the highway user tax distribution fund for a nonhighway 1.10purpose or for any purpose prohibited by section 161.045. 1.11 (b) No later than 45 days following the submission of the governor's biennial budget to 1.12the legislature under section 16A.11, the commissioner of management and budget and the 1.13attorney general must jointly submit a report to the chairs and ranking minority members 1.14of the legislative committees with jurisdiction over transportation policy and finance.
