Missourilocalgovernmentemployees'retirementsystem.
BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Section70.631,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection70.631,toreadasfollows:
70.631.1.Eachpoliticalsubdivisionmay,bymajorityvoteofitsgoverningbody,
2electtocoveremergencytelecommunicators,jailors,andemergencymedicalservice
3personnelaspublicsafetypersonnelmembersofthesystem.Theclerkorsecretaryofthe
4politicalsubdivisionshallcertifyanelectionconcerningthecoverageofemergency
5telecommunicators,jailors,andemergencymedicalservicepersonnelaspublicsafety
6personnelmembersofthesystemtotheboardwithintendaysaftersuchvote.Thedatein
7whichthepoliticalsubdivision'selectionbecomeseffectiveshallbethefirstdayofthe
8calendarmonthspecifiedbysuchgoverningbody,thefirstdayofthecalendarmonthnext
9followingreceiptbytheboardofthecertificationoftheelection,ortheeffectivedateofthe
10politicalsubdivision'sbecominganemployer,whicheveristhelatestdate.Suchelection
11shallnotbechangedaftertheeffectivedate.Iftheelectionismade,thecoverageprovisions
12shallbeapplicabletoallpastandfutureemploymentwiththeemployerbypresentandfuture
13employees.Ifapoliticalsubdivisionmakesnoelectionunderthissection,noemergency
14telecommunicator,jailor,oremergencymedicalservicepersonnelofthepoliticalsubdivision
15shallbeconsideredpublicsafetypersonnelforpurposesdeterminingaminimumservice
16retirementageasdefinedinsection70.600.

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 17 2.Ifanemployerelectstocoveremergencytelecommunicators,jailors,and
18emergencymedicalservicepersonnelaspublicsafetypersonnelmembersofthesystem,the
19employer'scontributionsshallbecorrespondinglychangedeffectivethesamedateasthe
20effectivedateofthepoliticalsubdivision'selection.
21 3.Thelimitationonincreasesinanemployer'scontributionsprovidedbysubsection
226ofsection70.730shallnotapplytoanycontributionincreaseresultingfromanemployer
23makinganelectionundertheprovisionsofthissection.
24 [4.Theprovisionsofthissectionshallonlyapplytocountiesofthethird
25classificationandanycountyofthefirstclassificationwithmorethanseventythousandbut
26fewerthaneighty-threethousandinhabitantsandwithacityofthefourthclassificationwith
27morethanthirteenthousandfivehundredbutfewerthansixteenthousandinhabitantsasthe
28countyseat,andanypoliticalsubdivisionslocated,inwholeorinpart,withinsuchcounties.]
