Thebillalsoprohibitspublicschoolemployeesfromrequiringor
makingasapartofacoursespecifiedconceptsincludingbutnot
limitedto:oneraceorsexisinherentlysuperiortoanotherrace
orsex;anindividual'smoralcharacterisnecessarilydetermined
bytheindividual'sraceorsex;andanindividualshouldfeel
discomfort,guilt,anguish,oranyotherformofpsychological
distressonaccountoftheindividual'sraceorsex.
ThebilldirectstheStateBoardofEducation(SBE)tobegin
disciplineproceedingsagainstanyindividualholdingacertificate
oflicensetoteachforaviolation. Foranylocaleducation
agencyoronlineprograminviolationtheSBEshallwithholda
maximumof10%fromthemonthlydistributionofstateformula
funding.
