FISCAL ANALYSIS
ASSUMPTION
Officials from the Missouri Department of Conservation (MDC) assume the following
regarding this proposal: For calendar year 2020, MDC sold the below number of Non-Resident
landowner permits for archery, fall turkey, and firearm deer hunting. Section 3 of the proposal
states that non-resident permits will be issued free, so MDC could lose approximately $270,000
in revenue.

Oversight notes this proposal directs MDC to issue any landowner hunting permit requested by
a resident or nonresident landowner who owns at least five acres of real property. Currently, a
resident landowner must own 20 acres of contiguous acres of land and a nonresident landowner
must own at least 75 contiguous acres of land. Nonresident landowners who qualify are eligible
to receive reduced-cost nonresident landowner permits.
Oversight does not have information to the contrary and therefore, Oversight will reflect the
estimates as provided by the MDC. However, Oversight assumes the estimated number of
permit applicants that take advantage of this new law would not be the entire population.
Therefore, Oversight will reflect the impact as “Less than” MDC’s estimate. L.R. No. 3459H.01I

No direct fiscal impact to small businesses would be expected as a result of this proposal.
FISCAL DESCRIPTION
This bill prohibits the Department of Conservation from requiring a landowner to register his or
her property before receiving any landowner hunting permit or possess a permit to take wildlife
on his or her property.
The Conservation Commission must issue landowner hunting permits requested by any resident
or nonresident landowner who owns at least five acres of real property. In addition, once a year,
any landowner who qualifies for landowner hunting permits may request a hunting permit for a
nonresident immediate family member allowing the taking of wildlife on the landowner's
property for a two-day period. The Commission must issue the two-day permit free of charge.
This legislation is not federally mandated, would not duplicate any other program and would not
require additional capital improvements or rental space.
