Section 3 of the proposal states that non-resident permits will be issued free, so MDC could lose approximately $270,000 in revenue. According to the FN 2164H.01P for similar HB 1010 (2021), currently a resident landowner must own 20 acres of contiguous acres of land and a nonresident landowner must own at least 75 contiguous acres of land to qualify. Nonresident landowners who qualify are eligible to receive reduced-cost nonresident landowner permits. By reducing the threshold to 5 acres for both resident and nonresident landowners, more resident landowners can hunt on their land without buying a regular hunting permit and more nonresident landowners will qualify for a reduced-cost landowner hunting permit, both resulting in an unknown reduction in TSR. This impacts revenue for the Conservation Commission Fund. Oversight notes this proposal directs MDC to issue any landowner hunting permit requested by a resident or nonresident landowner who owns at least five acres of real property. Currently, a resident landowner must own 20 acres of contiguous acres of land and a nonresident landowner must own at least 75 contiguous acres of land. No. 3459H.02C Bill No. HCS for HB 1694 Page 5 of January 25, 2022 KB:LR:OD FISCAL DESCRIPTION This bill prohibits the Department of Conservation from requiring a landowner to register his or her property before receiving any landowner hunting permit or possess a permit to take wildlife on his or her property. The Conservation Commission must issue landowner hunting permits requested by any resident or nonresident landowner who owns at least five acres of real property. In addition, once a year, any landowner who qualifies for landowner hunting permits may request a hunting permit for a nonresident immediate family member allowing the taking of wildlife on the landowner's property for a two-day period. The Commission must issue the two-day permit free of charge. This bill also changes a provision regarding the installation of game or surveillance cameras. This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
