SectionA.Chapter8,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection8.930,toreadasfollows:
8.930.1.Thereisherebycreatedthe"StateBuildingUsageTaskForce".
2 2.Themembersofthetaskforceshallbeasfollows:
3 (1)Threemembersofthehouseofrepresentatives,withtwomembersappointed
4bythespeakerofthehouseofrepresentativesandonememberappointedbythe
5minorityleaderofthehouseofrepresentatives,atleastoneofwhomshallbeamember
6ofthedownsizingstategovernmentcommittee;
7 (2)Threemembersofthesenate,withtwomembersappointedbythepresident
8protemporeofthesenateandonememberappointedbytheminorityleaderofthe
9senate;
10 (3)Thegovernororhisorherdesignee;and
11 (4)Thecommissionerofadministrationorhisorherdesignee.
12 3.Thespeakerofthehouseofrepresentativesshalldesignatethechairofthe
13taskforce,andthepresidentprotemporeofthesenateshalldesignatethevicechairof
14thetaskforce.
15 4.Staffofficesincluding,butnotlimitedto,houseresearch,housedrafting,
16senateresearch,andthejointcommitteeonlegislativeresearchshallprovidesuchlegal,

18theperformanceofitsduties.
19 5.Membersofthetaskforceshallservewithoutcompensation,butthemembers
20andanystaffassignedtothetaskforceshallreceivereimbursementforactualand
21necessaryexpensesincurredinattendingmeetingsofthetaskforceorany
22subcommitteethereof.Alltaskforcemembersshallbesubjecttothesameconflict-
23of-interestprovisionsinchapter105thatareenforcedbytheMissouriethics
24commissioninthesamemannerthatelectedorappointedofficialsandemployeesare
25subjecttosuchprovisions.
26 6.Thetaskforceshallholditsfirstmeetingwithintwomonthsfromtheeffective
27dateofthissection.
28 7.Thedutiesofthetaskforceshallbeto:
29 (1)ProvideandmaintainanaccurateaccountofallMissouristategovernment-
30ownedandleasedrealproperty;
31 (2)EvaluatetheconditionsofallMissouristategovernment-ownedandleased
32realproperty,includingidentifyingtheutilitycostsassociatedwiththerealproperty
33andhowoftentherealpropertyisbeingutilized;
34 (3)EvaluatethecurrentfundingeachMissouristategovernment-ownedand
35leasedrealpropertyisreceivingforthepurposeofmaintainingtherealproperty;
36 (4)Evaluatewhetherthecurrentfundingreceivedformaintainingthereal
37propertyissufficienttomaintaintheintegrityoftherealpropertyandnecessary
38comparedtotheamountofusagetherealpropertyreceives;
39 (5)Makerecommendationsregardingtheconditionsofstategovernment-owned
40andleasedrealproperty,includingiftherealpropertyisinneedofrehabilitationor
41liquidationandiftheutilitycostsassociatedwiththerealpropertycouldbereduced;
42 (6)Forallrealpropertiesidentifiedasinneedofrehabilitationorliquidation,
43createadetailedplanfortherehabilitationorliquidationthatmaybeimplemented
44withintwoyears;and
45 (7)Makerecommendationsregardingfundingofstategovernment-ownedand
46leasedrealpropertyasitpertainstofundingformaintainingtherealproperty.

48Realpropertiesownedandleasedbypublicschools,asthattermisdefinedinsection
49160.011,shallnotbeincludedinthetaskforce'sevaluations.
50 8.Theofficeofadministrationshall,withinsixtydaysoftheeffectivedateofthis
51section,provideacompletelistofallgovernment-ownedandleasedrealpropertytothe
52taskforce.Theofficeofadministrationshallprovideanupdatedlisttothecommittee
53followinganychangetothestatusofgovernment-ownedorleasedrealproperty.The
HB1757	2 54officeofadministrationshallprovideanewlisttothetaskforceeachtimethetaskforce
55resumesoperations,asprovidedinsubsection10ofthissection.
56 9.Thetaskforceshallreportasummaryofitsactivitiesandrecommendations
57tothegeneralassemblybeforeSeptember30,2023.
58 10.(1)ThetaskforceshallsuspenditsoperationsonSeptember30,2023.At
59suchtime,allmembersofthetaskforceshallberelievedoftheirpositionsonthetask
60force.
61 (2)ThetaskforceshallresumeitsoperationsonSeptember30,2023,withanew
62setofmemberstobeselectedaccordingtotheprovisionsofsubsection2ofthissection.
63Thenewchairandthenewvicechairofthetaskforceshallbedesignatedaccordingto
64theprovisionsofsubsection3ofthissection.
65 (3)Uponresumptionofitsoperations,thetaskforceshallcontinuetoreceive
66servicesaccordingtotheprovisionsofsubsection4ofthissectionandshallcontinueto
67besubjecttoallprovisionsofsubsection5ofthissection.
68 (4)Uponresumptionofitsoperations,thetaskforceshallreviewallsummaries
69andrecommendationspreviouslymadeundersubsection8ofthissectionandshall
70continuetocarryoutthedutiesdescribedinsubsection7ofthissection.
71 (5)Uponresumptionofitsoperations,thetaskforceshallreportanupdated
72summaryofitsactivitiesandanyrecommendationsforlegislationtothegeneral
73assemblybeforeSeptember30,2025.
74 (6)Afterprovidingareporttothegeneralassemblyasrequiredunder
75subdivision(5)ofthissubsection,thetaskforceshallcontinuetomeeteverytwoyears
76untilthissectionexpires.Thetaskforceshallprovideadditionalupdatedsummariesof
77itsactivitiesandadditionalrecommendationsforlegislationtothegeneralassembly,at
78suchtimesasthetaskforcedeemsnecessary,untilthetaskforceisterminated.
79 11.Undersection23.253oftheMissourisunsetact:
80 (1)Theprovisionsofthenewprogramauthorizedunderthissectionshall
81automaticallysunsettwelveyearsaftertheeffectivedateofthissectionunless
82reauthorizedbyanactofthegeneralassembly;
83 (2)Ifsuchprogramisreauthorized,theprogramauthorizedunderthissection
84shallautomaticallysunsettwelveyearsaftertheeffectivedateofthereauthorizationof
85thissection;and
86 (3)ThissectionshallterminateonSeptemberthirtiethofthecalendaryear
87immediatelyfollowingthecalendaryearinwhichtheprogramauthorizedunderthis
88sectionissunset.
