ThefollowingisasummaryoftheHouseCommitteeSubstituteforHB 1757. Thisbillestablishesthe"StateBuildingUsageTaskForce".The dutiesoftheTaskForcewillbetoevaluatetheconditionsofall stategovernment-ownedandleasedrealproperties,aswellasthe currentfundingreceivedformaintainingeachrealproperty. Real propertiesownedandleasedbypublicschoolsareexcludedfromthe TaskForce'sevaluations. ThemembershipoftheTaskForceshallconsistof: (1)ThreemembersoftheHouseofRepresentatives withtwomembers appointedbytheSpeakeroftheHouseandonememberappointedby theMinorityLeaderoftheHouse; (2)ThreemembersoftheSenate,withtwoappointedbythe PresidentProTemoftheSenateandonememberappointedbythe MinorityLeaderoftheSenate; (3)TheGovernororhisorherdesignee; (4)TheCommissioneroftheOfficeofAdministration orhisorher designee;and (5)TheChiefJusticeoftheMissouriSupremeCourtorhisorher designee. ThisbillspecifiesthesupportstafffortheTaskForce,andwhen theTaskForceistosuspendandresumeoperationseachyear.This billalsorequirestheOfficeofAdministration toprovidealist ofallgovernment-ownedandleasedrealpropertytotheTaskForce within60daysoftheeffectivedateofthisbill.TheOfficeof Administration shallprovideanupdatedlisttotheTaskForce followinganychangesaswellaseachtimetheTaskForceresumes operationseachyear. TheTaskForceistosubmitareporttotheGeneralAssemblyby September30,2023withitsrecommendations astowhatshouldbe donewitheachrealproperty,includingfundingrecommendations. IftheTaskForcerecommendsthatanyrealpropertiesshouldbe rehabilitatedorliquidated,thentheTaskForceshallcreatea detailedplanthatcanbeimplementedwithintwoyearsforthe rehabilitation orliquidationofthoserealproperties. TheTaskForceshallsubmitasecondreporttotheGeneralAssembly afterresumingoperationsandbeforeSeptember30,2025.The provisionsofthebillwillexpire12yearsaftertheeffective date.
