6seven-directordistrictshallcontinueasdirectorsoftheurbanschooldistrictuntilthe 7expirationofthetermsforwhichtheywereelectedanduntiltheirsuccessorsareelectedas 8providedinthissubsection.Thefirstbiennialschoolelectionfordirectorsshallbeheldinthe 9urbanschooldistrictatthetimeprovidedinsubsection1whichisonthedateofor 10subsequenttotheexpirationofthetermsofthedirectorsofthepriordistrictwhicharefirstto 11expire,anddirectorsshallbeelectedtosucceedthedirectorsofthepriordistrictwhoseterms 12haveexpired.Ifthetermsoftwodirectorsonlyhaveexpired,thedirectorselectedatthefirst HB1804 2 13biennialschoolelectionintheurbanschooldistrictshallbeelectedfortermsofsixyears.If 14thetermsoffourdirectorshaveexpired,twodirectorsshallbeelectedfortermsofsixyears 15andtwoshallbeelectedfortermsoffouryears.Atthenextsucceedingbiennialelectionheld 16intheurbanschooldistrict,successorsfortheremainingdirectorsofthepriorseven-director 17districtshallbeelected.Ifonlytwodirectorsaretobeelectedtheyshallbeelectedforterms 25electionsforallyearswhereoneormoretermsexpire,andthetermsshallbeforthreeyears 26anduntiltheirsuccessorsaredulyelectedandqualifiedforalldirectorselectedonandafter 27August28,1998. 28 4.Foranyschooldistrictwhichbecomesanurbanschooldistrictbyreasonofthe 292000federaldecennialcensus,electionsshallbeheldannuallyatthesametimesandplaces 35whichbecomesanurbanschooldistrictbyreasonofthe2010federaldecennialcensus, 36electionsshallbeheldannuallyatthesametimesandplacesasgeneralmunicipalelections 37forallyearswhereoneormoretermsexpire,andthetermsshallbeforthreeyearsanduntil 38theirsuccessorsaredulyelectedandqualifiedforalldirectorselectedonandafterApril2, 392012. 40 6.Inanyurbanschooldistrictinacountyofthefirstclassificationwithmorethan 41eighty-threethousandbutfewerthanninety-twothousandinhabitantsandwithahomerule 42citywithmorethanseventy-sixthousandbutfewerthanninety-onethousandinhabitantsas 43thecountyseat,electionsshallbeheldannuallyatthesametimesandplacesasgeneral 44municipalelectionsforallyearswhereoneormoretermsexpire,anduponexpirationofany 45termafterAugust28,2015,thetermofofficeshallbeforthreeyearsanduntiltheir 46successorsaredulyelectedandqualified. 162.491.1.Directorsforurbanschooldistricts,otherthanthosedistrictscontaining 2thegreaterpartofacityofoveronehundredthirtythousandinhabitants,maybenominated 3bypetitiontobefiledwiththesecretaryoftheboardandsignedbyanumberofvotersinthe HB1804 3 4districtequaltotenpercentofthetotalnumberofvotescastforthedirectorreceivingthe 5highestnumberofvotescastatthenextprecedingbiennialelection,exceptasprovidedin 6subsection4ofthissection. 7 2.Thissectionshallnotbeconstruedasprovidingthesolemethodofnominating 8candidatesfortheofficeofschooldirectorinurbanschooldistricts[which] thatdonot 9containthegreaterpartofacityofoverthreehundredthousandinhabitants. 10 3.Adirectorforanyurbanschooldistrictcontainingacityofgreaterthanone 11hundredthirtythousandinhabitantsandlessthanthreehundredthousandinhabitantsmaybe 12nominatedasanindependentcandidatebyfilingwiththesecretaryoftheboardapetition 13signedbyfivehundredregisteredvotersofsuchschooldistrict. 14 4.Inanyurbanschooldistrictlocatedinacountyofthefirstclassificationwithmore 15thaneighty-threethousandbutfewerthanninety-twothousandinhabitantsandwithahome (b)Anyresidentoftheschooldistrictwhobelievestheschoolboardhasdivided 103theschooldistrictorreapportionedsubdistrictsinviolationofparagraph(a)ofthis
