Thisbillallowsforanyseven-directorschooldistrictoranurban
districttobedividedintosubdistricts,oracombinationof
subdistrictsandatlargedistricts,andprovidesfortheprocess
fortheelectionofsubdistrictboardmembers. Thebillallowsfor
thedivisionprocesstobesubmittedtoavoteofthedistrict
eitherbyamajorityvoteoftheschoolboardorbyaninitiative
petitionsignedby10%ofthenumberofvotescastinthemost
recentschoolboardelection.
Iftheballotmeasuretodividethedistrictispassed,thebill
providesdirectiononconductingpublichearingsandthefinal
developmentofplanstocarryoutthedivisionofthedistrict. The
requireddetailsoftheplanproposalareoutlinedinthebill.
Subdistrictsshallbeofcontiguousandcompactterritoryandas
nearlyequalinpopulationaspracticable. Thebillcontains
appeallanguageforanyresidentofthedistrictthatobjectsto
thedivisionofthedistrictbytheelectionauthority,and
preventsanydistrictthatvotestodividefrommakingchangesfor
fiveyearsafterthedivision.
Thebillprohibitsschooldistrictsfromrequiringsignaturesona
petitionasamethodoffilingforaschoolboardcandidate.

PROPONENTS: Supporterssaythatthislegislationwouldbeawayto
ensurethatschoolboardswereabetterreflectionofthe
populationthatmakesupadistrictandthatsubdistricting would
lowerthecoststhatrunningforschoolboardofanentiredistrict
entail.
