ASSUMPTION
Section 302.010 and 304.060 as amended
Officials from the Department of Revenue assume there would be minimal impact to MVB for 
updating policy and procedure. The Department will absorb these costs.
Officials from the Department of Public Safety - Missouri Highway Patrol assume the 
proposal will have no fiscal impact on their organization. 
In response to the previous version, officials from the Department of Elementary and 
Secondary Education assumed the proposal will have no fiscal impact on their organization. 
Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero 
impact in the fiscal note.  
Oversight notes that the above mentioned agencies have stated the proposal would not have a 
direct fiscal impact on their organization.  Oversight does not have any information to the 
contrary.  Therefore, Oversight will reflect a zero impact on the fiscal note.
Oversight does not anticipate a direct fiscal impact to school districts. 
Section 167.177 - House Amendment 3
Oversight notes student participation in interscholastic sports is regulated by school districts and 
the Missouri State High School Activities Association (MSHSAA). Per the by-laws of the 
MSHSAA:

any provision of this Constitution and By-Laws may be suspended from this Association for not 
more than 365 days by a majority vote of the Board of Directors.” Oversight is uncertain if this

Oversight will assume this proposal will not have a direct fiscal impact on schools or on the 
state.
Oversight received no responses from school districts related to the fiscal impact of this 
proposal. Oversight has presented this fiscal note on the best current information available. Upon 
the receipt of responses, Oversight will review to determine if an updated fiscal note should be 
prepared and seek the necessary approval to publish a new fiscal note.
Oversight only reflects the responses received from state agencies and political subdivisions; 
however, school districts were requested to respond to this proposed legislation but did not. A 
listing of political subdivisions included in the Missouri Legislative Information System database 
is available upon request.
